Add page on how to find the IP address of a Wii U

Browse source 
along with a modified wupclient.py we are also now using the latest release of Python (3.8)

Quick guide on how to find the IP address of your Wii U console.
### What You Need
1. [FTPiiU](https://apps.fortheusers.org/wiiu/ftpiiu)
- Extract the `ftpiiu.zip` file to the root of your SD Card
### Instructions
1. Launch the Homebrew Launcher
1. Launch FTPiiU
1. The IP address of your Wii U will be displayed at the bottom of the screen
1. To exit FTPiiU, press the HOME button
