72846c418e core: Mark some hle functions as static 
These functions are not referred to by their linkage name outside of the translation unit, so they can be marked as static.

4ed24a0619 loader.cpp: improved file extension checking, made Upper/LowerStr useful 
Instead of forcibly taking the last 4 characters, it now finds the last extension separator (the period) and takes a substr of its location.

17a6148f9d FileSys: Added preliminary support for applications reading the RomFS archive. 
Archive: Fixed brace ugliness for neobrain :)

FS: Commented out unused local variables to prevent warnings.

...But keeping them here for future use.

archive_romfs: Removed unused #include.

- Various cleanups/refactorings to Loader, ELF, and NCCH modules.
- Added AppLoader interface to ELF and NCCH.
