Minor change to ArcanistPhutilLibraryLinter

Summary: Ref T5577. Modify `ArcanistPhutilLibraryLinter` to use `PhutilLibraryMapBuilder` instead of using an `ExecFuture` to run `phutil_rebuild_map.php`.

Test Plan: Ran `arc lint`.
