epriestley	67956306cb	Remove all libphutil v1 support ... Summary: Delete all code related to v1 libraries in arcanist. When users liberate a v1 library, prompt them to upgrade. Test Plan: Reverted phabricator/ to a couple of months ago and liberated it. Got prompted to upgrade. Upgraded.
