epriestley 0120d9b6e6 Bump symbol cache version from v2 -> v3 
Summary: D2728 added some extensions as builtin functions to the symbol map, but users may have old caches which still list these dependencies. Bump the symbol cache version; @nodren reported that dropping caches fixed the issue for him.

Test Plan: Ran "arc lint", got cache rebuilds.

WHAT IS ARCANIST?

Arcanist is the command-line tool for Phabricator. It allows you to interact
with Phabricator installs to send code for review, download patches, transfer
files, view status, make API calls, and various other things. You can find
a complete user guide here:
