epriestley 075c4f84d4 Use execxLocal() for ArcanistGitAPI 
Summary:
  - This is simpler and reuses more code than doing "(cd %s && ...)" every time.
  - If we have an issue like HGPLAIN, we have one place to fix it now.
  - On Windows, the construct "(cd %s && ...)" does not mean what we'd like it to.

Test Plan: Ran "arc diff" in a git repo with this change.

WHAT IS ARCANIST?

Arcanist is the command-line tool for Phabricator. It allows you to interact
with Phabricator installs to send code for review, download patches, transfer
files, view status, make API calls, and various other things. You can find
