epriestley 08b29ad23f Add test coverage to the base85 implementation 
Summary: See T1635. I'm going to make an effort to rewrite this in a way that's safe in 32-bit PHP, i.e. without bcmath. Add test coverage to limit the chance I screw it up.

WHAT IS ARCANIST?

Arcanist is the command-line tool for Phabricator. It allows you to interact
with Phabricator installs to send code for review, download patches, transfer
files, view status, make API calls, and various other things. You can find
