Jason Ge 1bb2409d47 Remove the size limit on arc side 
Summary:
remove the size check. The conduit call will fail later if the
size is too large, and we will get better error message.

Test Plan:
run arc diff with files smaller and larger than the size
limit.

PROJECT STATUS: CAVEAT EMPTOR

This is an unstable preview release. I'm open sourcing some of Facebook's
internal tools, but they'll be unstable for at least a couple months.

WHAT IS ARCANIST?

Arcanist is the CLI for Facebook's code review tool, Differential. Since
Differential isn't released yet, it may not be terribly useful on its own.
