vrana 21acd2180e Examine only HEAD in amend workflow 
Summary: We don't support `git rebase -i` or other magic in `arc amend` so we can examine just HEAD which we always amend.

Test Plan: `arc amend` on a branch with two commits.

WHAT IS ARCANIST?

Arcanist is the command-line tool for Phabricator. It allows you to interact
with Phabricator installs to send code for review, download patches, transfer
files, view status, make API calls, and various other things. You can find
