epriestley 27725b073e Replace "bin/arc" with a shell script 
Summary: Currently, we use a symlink. Under git bash, it tries to run the symlink. This is not a recipe for success. Instead, use a trivial wrapper script.

Test Plan: Ran "arc" from git bash.

WHAT IS ARCANIST?

Arcanist is the command-line tool for Phabricator. It allows you to interact
with Phabricator installs to send code for review, download patches, transfer
files, view status, make API calls, and various other things. You can find
