Bob Trahan 298ed9cda5 hack up arc patch to not differential.query if its not authenticated 
Summary: 'cuz the method would fail without authentication!  see D1604 for some
discussion on approaches here

Test Plan: ran arc patch and it worked

WHAT IS ARCANIST?

Arcanist is the command-line tool for Phabricator. It allows you to interact
with Phabricator installs to send code for review, download patches, transfer
files, view status, make API calls, and various other things. You can find
