Provide a flexible means of setting a minimum PHP version for the `ArcanistXHPASTLinter`, instead of relying on `ArcanistXHPASTLinter::LINT_PHP_53_FEATURES` and `ArcanistXHPASTLinter::LINT_PHP_54_FEATURES`.
