epriestley 3853483c64 Fix ArcanistSingleLintEngine for deleted paths 
Summary:
Currently, ArcanisSingleLintEngine lints deleted paths and directories. These are sometimes appropriate, but SingleLintEngine is a less-sophisticated linter and should have more safe defaults.

Also fix an error where JSHint reported useless messages on failure.

Test Plan:
Reproduced the problem:

WHAT IS ARCANIST?

Arcanist is the command-line tool for Phabricator. It allows you to interact
with Phabricator installs to send code for review, download patches, transfer
files, view status, make API calls, and various other things. You can find
