vrana 39cef6cb99 Dispatch event after collecting changes in diff 
Summary:
FB currently starts Sandcastle push before starting the diff workflow.
If `arc diff` commits something then we need to restart the push.
I want to avoid this by starting the push after commit.

Test Plan: Will test after implementing the listener.

WHAT IS ARCANIST?

Arcanist is the command-line tool for Phabricator. It allows you to interact
with Phabricator installs to send code for review, download patches, transfer
files, view status, make API calls, and various other things. You can find
