epriestley 3ccb418b93 Revert XHP classtag support in arcanist 
Summary:
Revert of D715, which allowed you to put xhp classes into libphutil libraries.
We're removing support for XHP in resolving T635.

According to @ide, removing this won't break anything.

Test Plan: Straight revert. Grepped for methods.

WHAT IS ARCANIST?

Arcanist is the command-line tool for Phabricator. It allows you to interact
with Phabricator installs to send code for review, download patches, transfer
files, view status, make API calls, and various other things. You can find
