Jason Ge 42db1733b9 Specify date format in git blame 
Summary:
right now 'arc blame' uses the user's blame.date setting, but
it will only work when the format is iso. So it will fail for user who
has customized it.

Test Plan:
run arc cover with 'blame.date' set to relative and verified
that 'arc cover' still works

PROJECT STATUS: CAVEAT EMPTOR

This is an unstable preview release. I'm open sourcing some of Facebook's
internal tools, but they'll be unstable for at least a couple months.

WHAT IS ARCANIST?

Arcanist is the CLI for Facebook's code review tool, Differential. Since
Differential isn't released yet, it may not be terribly useful on its own.
