Lovro Puzar 4b041b8f84 Lint rule for duplicate keys in array literals 
Summary:
Raise an error if an array is initialized with the same key present more than
once.

Test Plan:
bin/arc unit
Also added some duplicates to ArcanistXHPASTLinter.php and verified the output
of bin/arc lint.

PROJECT STATUS: CAVEAT EMPTOR

This is an unstable preview release. I'm open sourcing some of Facebook's
internal tools, but they'll be unstable for at least a couple months.

WHAT IS ARCANIST?

Arcanist is the CLI for Facebook's code review tool, Differential. Since
Differential isn't released yet, it may not be terribly useful on its own.
