epriestley 4f07c3c8fd Add coverage support to Arcanist 
Summary:
Add "--coverage" and "--no-coverage" flags, mechanisms for reporting
coverage information, xdebug coverage support, and CLI coverage reports.

Test Plan: Ran coverage locally.

WHAT IS ARCANIST?

Arcanist is the command-line tool for Phabricator. It allows you to interact
with Phabricator installs to send code for review, download patches, transfer
files, view status, make API calls, and various other things. You can find
