Edward Speyer 50c23e8ee4 Help the analyzer find phutil_is_hiphop_runtime 
Summary:
rPHUf9ba25d188c1dcf39e4454b2c6bb058e0beeaa3e adds
global function phutil_is_hiphop_runtime() to
__phutil_library_init__.php.  This diff helps lint files that call that
function.

Test Plan: Lint D2365.

WHAT IS ARCANIST?

Arcanist is the command-line tool for Phabricator. It allows you to interact
with Phabricator installs to send code for review, download patches, transfer
files, view status, make API calls, and various other things. You can find
