epriestley 660dd74413 Include a link to documentation when throwing an error from arcanist about a bad 
commit template

Summary:
When users run into this, point them at the documentation explicitly.

Test Plan:
Tried to "arc diff" with a commit message of 'derp', got a live link to
documentation instead of a vague set of general instructions.

PROJECT STATUS: CAVEAT EMPTOR

This is an unstable preview release. I'm open sourcing some of Facebook's
internal tools, but they'll be unstable for at least a couple months.

WHAT IS ARCANIST?

Arcanist is the CLI for Facebook's code review tool, Differential. Since
Differential isn't released yet, it may not be terribly useful on its own.
