Summary:
Delete all code related to v1 libraries in arcanist.

When users liberate a v1 library, prompt them to upgrade.

Test Plan: Reverted phabricator/ to a couple of months ago and liberated it. Got prompted to upgrade. Upgraded.

WHAT IS ARCANIST?

Arcanist is the command-line tool for Phabricator. It allows you to interact
with Phabricator installs to send code for review, download patches, transfer
files, view status, make API calls, and various other things. You can find
