vrana 6a70964a40 Deprecate phutil_escape_html() 
Summary:
My original idea was to return safe HTML from this function.
But we are down to 20 occurrences in Phabricator and you shouldn't need this function in safe HTML world at all.

Test Plan:

WHAT IS ARCANIST?

Arcanist is the command-line tool for Phabricator. It allows you to interact
with Phabricator installs to send code for review, download patches, transfer
files, view status, make API calls, and various other things. You can find
