Marek Sapota 6db055222a Allow anyone to mark Differential revisions as commited. 
Test Plan:
Run `arc mark-committed` on a revision that you don't own, you should see a
prompt asking you if you really want to do that and if you answer `Y` it should
mark the revision as committed.

PROJECT STATUS: CAVEAT EMPTOR

This is an unstable preview release. I'm open sourcing some of Facebook's
internal tools, but they'll be unstable for at least a couple months.

WHAT IS ARCANIST?

Arcanist is the CLI for Facebook's code review tool, Differential. Since
Differential isn't released yet, it may not be terribly useful on its own.
