Marke Hallowell 7e63e232ba Fix for arc install-certificate timeout. 
Summary:
Extended the install-certificate workflow's timeout from 5
seconds to rely on the ConduitClient default (30 seconds), which matches the HTTP interface.

Test Plan: Run arc install-certificate

WHAT IS ARCANIST?

Arcanist is the command-line tool for Phabricator. It allows you to interact
with Phabricator installs to send code for review, download patches, transfer
files, view status, make API calls, and various other things. You can find
