epriestley 7efe723ff5 Detect iterator reuse in for() and foreach() loops 
Summary:
cpojer fixed a JS instance of this in D481, but we can catch it in PHP with
XHPAST. Add a lint rule to fail if nested loops use the same iterator.

Test Plan:
Ran unit test.

PROJECT STATUS: CAVEAT EMPTOR

This is an unstable preview release. I'm open sourcing some of Facebook's
internal tools, but they'll be unstable for at least a couple months.

WHAT IS ARCANIST?

Arcanist is the CLI for Facebook's code review tool, Differential. Since
Differential isn't released yet, it may not be terribly useful on its own.
