Bob Trahan 827c1bc1c5 make arc patch workflow preserve author commit information 
Summary: assumes D3917 (or something like it that populates 'author' value from conduit call) exists in production

Test Plan: stubbed out 'author' value and verified checkins as author worked

WHAT IS ARCANIST?

Arcanist is the command-line tool for Phabricator. It allows you to interact
with Phabricator installs to send code for review, download patches, transfer
files, view status, make API calls, and various other things. You can find
