epriestley 887c3484a7 Support 'arc:exec(command)' in base-commit DSL 
Summary: Allow users to run a command to determine the base revision of the commit range.

Test Plan: Ran stuff like `arc which --show-base --base 'arc:exec(ls)'` and got the expected results.

WHAT IS ARCANIST?

Arcanist is the command-line tool for Phabricator. It allows you to interact
with Phabricator installs to send code for review, download patches, transfer
files, view status, make API calls, and various other things. You can find
