Marek Sapota 9070a123d3 Allow running arc patch without authentication. 
Summary:
Allow `arc patch` without authentication if Phabricator instance has
'differential.anonymous-access' set to true.

Test Plan:
Set 'differential.anonymous-access' in Phabricator to true and run `arc patch`
without installing a certificate.  `arc patch` should work as expected.

PROJECT STATUS: CAVEAT EMPTOR

This is an unstable preview release. I'm open sourcing some of Facebook's
internal tools, but they'll be unstable for at least a couple months.

WHAT IS ARCANIST?

Arcanist is the CLI for Facebook's code review tool, Differential. Since
Differential isn't released yet, it may not be terribly useful on its own.
