epriestley 9b6e8aa6e1 Resolve paths when running "--lintall" 
Summary: this was all kinds of fail when running from a subdirectory or on
invalid paths. Detect nonexistent paths; resolve valid paths.

Test Plan: ran "arc lint --lintall" on a file from a subdirectory, and on a
file which did not exist. Received patches and an error, respectively

PROJECT STATUS: CAVEAT EMPTOR

This is an unstable preview release. I'm open sourcing some of Facebook's
internal tools, but they'll be unstable for at least a couple months.

WHAT IS ARCANIST?

Arcanist is the CLI for Facebook's code review tool, Differential. Since
Differential isn't released yet, it may not be terribly useful on its own.
