epriestley aecb8064a1 Raise a lint error when code uses a PHP 5.3 feature in Phabricator 
Summary:
  - Add a lint check for PHP 5.3 features (namespaces, anonymous functions).
  - Add unit tests.
  - Disable it by default.
  - Enable it for us.

Test Plan: Ran unit tests.

WHAT IS ARCANIST?

Arcanist is the command-line tool for Phabricator. It allows you to interact
with Phabricator installs to send code for review, download patches, transfer
files, view status, make API calls, and various other things. You can find
