epriestley bd7dc8abaa Allow configuration of a weak per-project default relative commit 
Summary: Allows you to set a default in .arcconfig. This default is overriden by any .arc/ setting.

Test Plan: Ran "arc diff" with a .arcconfig setting but no .arc/ setting, got a diff against the specified relative commit.

WHAT IS ARCANIST?

Arcanist is the command-line tool for Phabricator. It allows you to interact
with Phabricator installs to send code for review, download patches, transfer
files, view status, make API calls, and various other things. You can find
