Chris Dentel d30c77d0a8 Add output-json option to arc feature 
Summary:
The current format of arc feature is not very friendly to parsing.  This adds a json output
format.

Test Plan: Run the command and ensure output is valid

WHAT IS ARCANIST?

Arcanist is the command-line tool for Phabricator. It allows you to interact
with Phabricator installs to send code for review, download patches, transfer
files, view status, make API calls, and various other things. You can find
