epriestley db25adb069 Parse "--help" correctly in arc 
Summary:
We delegate parsing to `PhutilArgumentParser` but then skip the parts of the code which do something with this flag.

In particular, `arc --help list` just runs `arc list`.

Test Plan: Ran `arc --help`, `arc list --help`, `arc --help list`, `arc --help help --help`. Got expected help in all cases.

WHAT IS ARCANIST?

Arcanist is the command-line tool for Phabricator. It allows you to interact
with Phabricator installs to send code for review, download patches, transfer
files, view status, make API calls, and various other things. You can find
