epriestley eaa565747e Run 'mark-committed' from 'arc land' 
Summary:
  - Remove "new and experimental" because arc land is super awesome and great.
  - Run the 'mark-committed' finalize workflow after pushing for untracked repo
setups.

Test Plan: Ran "arc mark-committed --quiet --finalize 123". Will run "arc land"
on this. so lazy

WHAT IS ARCANIST?

Arcanist is the command-line tool for Phabricator. It allows you to interact
with Phabricator installs to send code for review, download patches, transfer
files, view status, make API calls, and various other things. You can find
