Jason Ge f9415e37d0 Use binary safe diff in arc diff 
Summary: Otherwise svn diff fails when the file is binary but the "svn:mime-type = application/x-shellscript" is missing in it.

Test Plan: arc diff succeeded against deleting a binary file which doesn't have svn:mime-type = application/x-shellscript.

WHAT IS ARCANIST?

Arcanist is the command-line tool for Phabricator. It allows you to interact
with Phabricator installs to send code for review, download patches, transfer
files, view status, make API calls, and various other things. You can find
