Update the "Support Resources" documentation for pacts instead of consulting
Summary: Support pacts have been working well and are here to stay, so guide users toward them rather than older resources (consulting / paid prioritization). Test Plan: Read document. Twice! Differential Revision: https://secure.phabricator.com/D19219
