bin/storage shell: force TCP

Summary:
`mysql` has the magic feature of ignoring port arguments and using the socket when connecting to localhost.

This flag makes it not do that.

Test Plan: `./bin/storage shell`, execute `status`, see `Connection: localhost via TCP/IP`.
