Add a bin/aphlict
wrapper to handle aphlict config / daemonization
Summary: Simple wrapper script to configure, launch, daemonize and restart the Aphlict server. Test Plan: Ran "bin/aphlict", checked /notification/status/. Ran "bin/aphlict --foreground".
