Delete old Maniphest edit controller

Summary:
Ref T9908. No more callsites. Also:

  - Phurl a couple of documentation URIs.
  - Get rid of "task:" in the global search since it doesn't really make sense anymore.

Test Plan: `grep`, edited/created tasks.
