Support SMTP as the mailer.

Summary:
Support SMTP as the mailer and user could turn on SMTP authentication if needed.
Import PHPMailer as PHPMailerLite doesn't support SMTP.

Make class PhabricatorMailImplementationPHPMailerAdapter final.
