6e4f508beb Provide "builtin" high-level result orders
Summary:
Ref T7803. Currently, available high-level orders are spread across Query and SearchEngine classes and implemented separately for each application.

Lift the concept of "builtin" (high-level, user-facing, named) orders (similar to "builtin" queries in ApplicationSearch) into the root Query class, and let it drive the SearchEngine implementation. This allows you to define a new order in one place and have it automatically work across the entire stack.

This will also let Conduit expose this information in a straightforward way.

Test Plan:
  - Used ApplicationSearch in Diffusion.
  - Used all result orderings.

86c399b657 Rename PhabricatorApplication subclasses
Summary: Ref T5655. Some discussion in D9839. Generally speaking, `Phabricator{$name}Application` is clearer than `PhabricatorApplication{$name}`.

2a5c987c71 Lock policy queries to their applications
Summary:
While we mostly have reasonable effective object accessibility when you lock a user out of an application, it's primarily enforced at the controller level. Users can still, e.g., load the handles of objects they can't actually see. Instead, lock the queries to the applications so that you can, e.g., never load a revision if you don't have access to Differential.

This has several parts:

  - For PolicyAware queries, provide an application class name method.
  - If the query specifies a class name and the user doesn't have permission to use it, fail the entire query unconditionally.
  - For handles, simplify query construction and count all the PHIDs as "restricted" so we get a UI full of "restricted" instead of "unknown" handles.

Test Plan:
  - Added a unit test to verify I got all the class names right.
  - Browsed around, logged in/out as a normal user with public policies on and off.
  - Browsed around, logged in/out as a restricted user with public policies on and off. With restrictions, saw all traces of restricted apps removed or restricted.

8fa5944768 Make adding an answer to a Ponder question a QuestionTransaction operation
Summary: Ref T3578. This is currently handled in a weird way in the Answer transaction. Instead, make it a Question transaction so, e.g., viewing Question transaction history shows who added answers and when.

70a5ec600d Allowing Closing of questions
Summary:
Fixes T3579

As a basic overview, this enables the author of a question to open/close a question.

Other bits;

- Add "Open" filter to the builtin queries
- Add "Status" to search form
- Refactor ponder constants
- Add coloured bars for different question statuses

Summary: wanted to play with some policy stuff as its been a bit. Turns out you can't edit questions so this is very silly "so long as you are a user you can view it" policy. also sorry if you have a diff or twelve out for this in your sandbox(es).

ef85f49adc Delete license headers from files
Summary:
This commit doesn't change license of any file. It just makes the license implicit (inherited from LICENSE file in the root directory).

We are removing the headers for these reasons:

- It wastes space in editors, less code is visible in editor upon opening a file.
- It brings noise to diff of the first change of any file every year.
- It confuses Git file copy detection when creating small files.
- We don't have an explicit license header in other files (JS, CSS, images, documentation).
- Using license header in every file is not obligatory: http://www.apache.org/dev/apply-license.html#new.

This change is approved by Alma Chao (Lead Open Source and IP Counsel at Facebook).

Test Plan: Verified that the license survived only in LICENSE file and that it didn't modify externals.

Use the new `PhabricatorObjectItemListView` in Ponder so it works with the new UI. It will also get some features like flags "for free" in the future.

This removes the pager; I'll restore it in the next diff.

64472dd7b8 Adding Ponder-related files.
Summary:
Ponder is similar in spirit to the Wiki tool, but uses a Q&A
format and up/downvotes to signal user sentiment. Popular
questions are moved to the top of the feed on a 5-minute
cycle based on age (younger is better) and vote count (higher
is better).

Pre-apologies for noob diff.

Test Plan:
- `./bin/phd list` Should include `PonderHeatDaemon`; phd launch it
  if necessary.

- Navigate to /ponder/ ; observe sanity when adding questions,
  voting on them, and adding answers.

- Confirm that questions and answers are linkable using Q5 / Q5#A5 formatted object links.

- Confirm that searching for Ponder Questions works using built-in
  search.

Feedback on code / schema / whatever organization very welcome.
