Ref T13151. See PHI720. If you want to test if commit X appears on specific branch Y, `git branch --contains X -- Y` is faster than (effectively) `git branch --contains X | grep Y`.
Since this call has a "branch" parameter anyway, use it as the pattern argument if provided.
Test Plan:
- Called the API method with no parameters, got all branches.
- Called the API method with `master`, got just master.
- Called the API method with `maste*`, got master. This behavior is not officially supported and may change in the future.
- Viewed a commit, still saw all branches.
- Grepped for `diffusion.branchquery` and verified that no remaining callsites pass a default "branch" parameter.

Summary: Ref T7123. Turns out that we might throw ConduitClientException now in proxied scenarios. For all but one callsite remove the try / catch bit and don't issue the call for SVN. For the remaining callsite, also don't issue the call for SVN but keep in the exception logic since its renders a pretty error message in the non-proxied case?
Test Plan: played around with diffusion and things looked okay.

Summary: Fixes T5646. Makes diffusion a much better user experience. Users now see a 404 exception page when they have a bad URI. Previously, they saw a developer-facing raw exception.
Test Plan: played around in diffusion a bunch. most of these changes were fairly mechanical at the end of the day.

Summary:
Ref T4327. This is general cleanup since I was in this area of the code. Primarily, the Mercurial implementation here was completely broken and wrong:
- It returned only one branch, but a commit can be present on many branches.
- It did not account for multiple branch heads.
- It returned a result implying the branch head pointed at the queried commit, which is no consistent or accurate.
Simplify the amount of API we're dealing with by collapsing this method into the very similar `diffusion.branchquery` method.
Test Plan: Looked at mercurial and git repositories and commits, branch information seemed correct.

Ref T603. I got most of this earlier, but finish it up.
- Make a couple of controllers public; pretty much everything in Diffusion has implicit policy checks as a result of building a `DiffusionRequest`.
- Add an "Edit" capability to commits.
- Swap out the comment thing for commits.
- Disable actions if the user can't take them.
Test Plan: Viewed a bunch of interfaces while logged out, got appropriate results or roadblocks.

Summary: Ref T2784. Also sneaks in a fix for branch query -- forgot to catch the unsupported VCS exception. One strange thing is I have test Phabricator repositories and the mercurial one is showing different data than git for the same commit. The data shown is consistent pre and post this diff though so its an existing issue. Also note the mercurial is an import of git so maybe its busted-ish?
Test Plan: viewed commits in mercurial, svn, and git that were merge commits. saw the right stuff in mercurial and git.

Summary: Ref T2784. This one was a wee bit complicated. Had to add PhabricatorUser and concept of initFromConduit (or not) to DiffusionRequest.
Test Plan: foreach repo, visited CALLSIGN and clicked a commit and verified they laoded correctly. Hacked code to hit NOT via Conduit and repeated tests to great success.

Summary:
This commit doesn't change license of any file. It just makes the license implicit (inherited from LICENSE file in the root directory).
We are removing the headers for these reasons:
- It wastes space in editors, less code is visible in editor upon opening a file.
- It brings noise to diff of the first change of any file every year.
- It confuses Git file copy detection when creating small files.
- We don't have an explicit license header in other files (JS, CSS, images, documentation).
- Using license header in every file is not obligatory: http://www.apache.org/dev/apply-license.html#new.
This change is approved by Alma Chao (Lead Open Source and IP Counsel at Facebook).
Test Plan: Verified that the license survived only in LICENSE file and that it didn't modify externals.

I didn't find a way how to speed them up.
There's also no easy way how to parallelize them at least.
So AJAX is the last instance.
