Summary:
Fixes T8774. When an ApplicationSearch page returned an error (e.g., using a "viewer()" query while logged out), we would try to add action links to a box without a header. Instead:
- If a box has no header, but has show/hide actions, just create an empty header so the view renders. This is a little silly looking but does what the caller asks.
- Always set the title on the result box, so we get a header.
Test Plan: Did an invalid (logged out, with viewer()) search. Did a valid search.

Summary: Converts most all tables to be directly set via `setTable` to an ObjectBox. I think this path is more flexible design wise, as we can change the box based on children, and not just CSS. We also already do this with PropertyList, Forms, ObjectList, and Header. `setCollapsed` is added to ObjectBox to all children objects to bleed to the edges (like diffs).
Test Plan: I did a grep of `appendChild($table)` as well as searches for `PHUIObjectBoxView`, also with manual opening of hundreds of files. I'm sure I missed 5-8 places. If you just appendChild($table) nothing breaks, it just looks a little funny.

Summary:
New, cleaner, ObjectItemLists. Lots of minor style tweaks, basic overview:
- Remove FootIcons

Mostly, this should give us an idea of life with the new Object Lists. I'll take another application by application pass down the road. Summary: Two basic changes here, first we fixed up the Diffusion headers to roll out more PHUIObjectBoxes. Second we added some specific styles for when Errors are inside an ObjectBox at the first position.
Test Plan: Tested a number of different layouts for browsing respositories as well as wherever I could find cases with PHUIObjectBox Form Errors (see images attached). Still some minor tightening due after this diff, but didnt want to overload it.

- Tabbed and non-tabbed lists are now allowed to be mixed. We just make the non-tabbed lists permanent and put them on the bottom (e.g., image and audio data in Files).
- You can provide a tab name instead of an entire tab object and we'll build an object for you.

- Add `setActionList()`, and use that to set the action list.
- Add `setPropertyList()`, and use that to set the property list.
These will let us add some apropriate CSS so we can fix the border issue, and get rid of a bunch of goofy `.x + .y` selectors.
- Replace `addContent()` with `appendChild()`.
This is just a consistency thing; `AphrontView` already provides `appendChild()`, and `addContent()` did the same thing.
