Summary:
CanCDN flag indicates that a file can be served + cached
via anonymous content distribution networks.
Once D10054 lands, any files that lack the CanCDN flag
will require a one-time-use token and headers will
prohibit cache to protect sensitive files from
unauthorized access.
This diff separates the CanCDN changes from the code that
enforces these restrictions in D10054 so that the changes
can be tested and refined independently.

Summary:
Ref T2479, T4406. We should do a better job of (a) handling image processing errors and (b) declining to process large image files.
This fixes the worst of it, which is that users can upload huge GIFs with a large number of frames and hang a `convert` process for a long time, eating a CPU and a pile of memory.
This code is still pretty iffy and needs some more work. A near-term product goal for it is supporting 100x100 profile images.
Test Plan: Uploaded large and small GIFs, after setting the definition of "enormous" to be pretty small. Saw the small GIFs thumbnail into animated GIFs, and the large ones thumbnail into static images.

Summary:
Ref T1703. Move profile pictures to a separate, dedicated interface. Instead of the 35 controls we currently provide, just show all the possible images we can find and then let the user upload an additional one if they want.
Possible improvements to this interface:
- Write an edge so we can show old profile pictures too.
- The cropping/scaling got a bit buggy at some point, fix that.
- Refresh OAuth sources which we're capable of refreshing before showing images (more work than I really want to deal with).
- We could show little inset icons for the image source ("f" for Facebook, etc.) instead of just the tooltips.
Test Plan:
Chose images, uploaded new images, hit various error cases.

Summary:
Use imagemagick convert to first detect the number of gif frames,
then +adjoin to split them in tmpfile, then call applyMemeTo to
each frame, then convert them back.

Summary:
This commit doesn't change license of any file. It just makes the license implicit (inherited from LICENSE file in the root directory).
We are removing the headers for these reasons:
- It wastes space in editors, less code is visible in editor upon opening a file.
- It brings noise to diff of the first change of any file every year.
- It confuses Git file copy detection when creating small files.
- We don't have an explicit license header in other files (JS, CSS, images, documentation).
- Using license header in every file is not obligatory: http://www.apache.org/dev/apply-license.html#new.
This change is approved by Alma Chao (Lead Open Source and IP Counsel at Facebook).
Test Plan: Verified that the license survived only in LICENSE file and that it didn't modify externals.
