Summary:
Ref T11351. In Pholio, we currently use a `mockID`, but a `mockPHID` is generally preferable / more modern / more flexible. In particular, we need PHIDs to load handles and prefer PHIDs when exposing information to the API, and using PHIDs internally makes a bunch of things easier/better/faster and ~nothing harder/worse/slower.
I'll add some inlines about a few things.
Test Plan: Ran migrations, spot-checked database for sanity. Loaded Pholio, saw data unchanged. Created and edited images.

Summary:
Depends on D19912. Ref T11351. Images currently use `getMock()->getPolicy()` stuff to define policies. This causes bugs with object policies like "Subscribers", since the policy engine tries to evaluate the subscribers //for the image// when the intent is to evaluate the subscribers for the mock.
Move this to ExtendedPolicies to fix the behavior, and give Images sensible policy behavior when they aren't attached to a mock (specifically: only the user who created the image can see it).
Test Plan: Applied migrations, created and edited mocks and images without anything blowing up. Set mock visibility to "Subscribers", everything worked great.

Summary: Begins the process of migrating Pholio to Modular Transactions by starting with the mock's description and changing the base class of PholioTransaction. Ref T12319. Currently, `bin/lipsum` uses substring matches against human-readable text to chose which objects to generate.
Instead:
- Use separate selector keys which are guaranteed to be unique.
- When a match is exact, select only that generator.
- When a match is ambiguous, fail and warn the user.

maniphest tasks were fataling with priority 0 before making sure to add the return null if new object trick to the maniphest pro editor.
pholio had a problem where if you had no jpegs you were walking off array_rand. tighten the math and then just return a built-in if no uploaded user images could be found. Fixes T3889.

Still TODO - the history view should get chopped out a bit from the current view - no more inline comments / generally less functionality plus maybe a tweak or two to make this more sensical.

Summary:
Nice title. We add three new transactions - IMAGE_FILE, IMAGE_NAME, and IMAGE_DESCRIPTION. The first is a bit like subscribers as it is a list of file phids. The latter have values of the form ($file_phid => $data), where $data is $name or $description respectively. This is because we need to collate transactions based on $file_phid...
Overall, this uses the _underyling files_ and not the "PholioImage" to determine if things are unique or not. That said, simply mark PholioImages as obsolete so inline comments about no-longer applicable PholioImages don't break.
Does a reasonable job implementing the mock. Note you can't "update" an image at this time, though you can delete and add at will.
Test Plan: played with pholio a ton.
