Summary:
Depends on D19003. Ref T12677. Ref T13053. For the first time, we're requiring CLI configuration of a complex value (not just a string, integer, bool, etc) to do something fairly standard (send mail).
Users sometimes have very reasonable difficulty figuring out how to `./bin/config set key <some big JSON mess>`. Provide an easy way to handle this and make sure it gets appropriate callouts in the documentation.
(Also, hide the `cluster.mailers` value rather than just locking it, since it may have API keys or SMTP passwords.)
Test Plan: Read documentation, used old and new flags to set configuration.

Summary:
Fixes T5956. We changed the default mail encoding to `quoted-printable` to fix delivery via SendGrid via SMTP, but this broke multiple other mailers.
- Change the default back to 8bit (which works everywhere except SendGrid).
- Add a configuration setting for selecting `quoted-printable`.
- Document this issue.
- Discourage use of SendGrid in documentation.
(IMPORTANT) @klimek @nickz This reverts the `quoted-printable` fix for SendGrid. You will need to adjust your configurations (set `phpmailer.smtp-encoding` to `quoted-printable`) and restart your daemons or mail will get double newlines again.
Test Plan:
- Sent mail via SendGrid with various `phpmailer.smtp-encoding` settings, saw mail arrive with specified encoding.

Summary:
- Support file attachments in Mailgun, after D8831.
- Fix `bin/mail send-test --attach ...` flag.
- Make `bin/mail send-test` route mail through the daemons.
- Remove the `workerTaskID` on MetaMTAMail, which is only used (needlessly) by `bin/mail resend` and creates a huge mess elsewhere.
- Currently, when mail fails, the daemon exits with a very generic and useless message. Instead, make `sendNow()` throw when it fails, so the real reason is surfaced. This is OK now because mail is always sent via the daemons.
- Now that Mailgun supports attachments, document it.
- Update a bunch of mail docs.

Summary: Ref T988. I'm splitting the Phabricator documentation into two separate documentation books, one less technical and one more technical. Move all the `.diviner` article files around into `src/docs/user/` or `src/docs/tech/`, accordingly. The only actual changes here are a couple of config changes in the `.book` files.
Test Plan: Regenerated user and technical documentation and saw stuff in the right places.
