This shouldn't impact anything, except it has a very small chance of destabilizing the overseers.

Ran `phd launch`, `phd debug`, `phd start`.
Ran with `--trace-memory` and verified elevated but mostly steady memory usage (8MB / overseer). This climbed by 0.05KB / sec (4MB / day) but the source of the leaks seems to be the cURL calls we're making over Conduit so this will actually fix that. Disabling `--conduit-uri` reported steady memory usage. I wasn't able to identify anything leaking within code we control. This may be something like a dynamic but capped buffer in cURL, since we haven't seen any issues in the wild.

Summary:
Fixes T2691. Now, all PhabricatorActionListViews in the codebase setObjectHref to $request->getRequestURI. This value is passed over to PhabricatorActionItems right before they are rendered. If a PhabricatorActionItem is a workflow and there is no user OR the user is logged out, we used this objectURI to construct a log in URI.
Potentially added some undesirable behavior to aggressively setUser (and later setObjectURI) from within the List on Actions... This should be okay-ish unless there was a vision of actions having different user objects associated with them. I think this is a safe assumption.
Test Plan: played around with a mock all logged out (Ref T2652) and it worked!

[2] DarkConsole refactoring created an issue where the "`" event handler registered too many times.
[3] Fixed a bug where `strlen($value)` was being checked, but fields may now return array(). Possibly we should implement phutil_is_empty_html() or similar.
[4] Fixed a undefined variable issue for image edit transactions.
[5] Fixed an issue with rendering participant transactions. This required phutil_safe_html() because `pht()` can't handle `array()` for `%s`.
[6] Fixed an issue where feed was entirely overescaped by reverting an overly ambitious render_tag -> tag.
[7] Fixed an issue with strict tables and inserting `''` instead of `0` into an integer column.
[8] Fixed an issue where • was shown escaped.

Summary:
Makes various fixes to the Daemon console UI:
- Removes timeline, timeline cursors, and timeline-related controllers. This abstraction is all but dead and just waiting on an eventual cleanup effort with Facebook (see T2003). There's no need to inspect or debug it anymore.
- Instead of showing the 15 most recently launched non-exited daemons, show all the running daemons. With the old rule, "dead" daemons tended to build up at the bottom of the list -- e.g., secure.phabricator.com shows the 7 active daemons, then 8 dead daemons from as far back as Aug 2012. Showing running daemons is far more useful.
- Simplify the two "Running Daemons" and "All Daemons" subviews into one "All Daemons" subview. The main console now has "running daemons", effectively.
- Create a "Recently completed tasks" view, which shows how many tasks of each task class have completed in the last 15 minutes and how long they took on average. Understanding how quickly tasks are completing is one of the most common uses of the daemon console, and it's currently almost useless for that. Now that we archive tasks, we can show this information in an easily digestable form.
- Partially modernize all of the remaining views.

Issues here:
- Need an application-sized "eye", or a "home" icon for "Phabricator Home".
- Some of the "apps_lb_2x" sliced images are the "_dark_" versions, not the light versions.
- If you slice an application-sized "logout" (power off) icon and application-sized "help" (questionmark in circle) icon I can replace the current menu icons and nearly get rid of "autosprite".
- To replace the icons on /applications/, the non-retina size is "4x", so we'd need "8x" for retina. Alternatively I can reduce the icon sizes by 50%.
- The "Help", "Settings" and "Logout" items currently have a "glowing" hover state, which needs a variant (or we can drop it).
- The /applications/ icons have a white hover state (or we can drop it).
- The 1x application (14x14) icons aren't used anywhere right now, should they be? Maybe in the feed in the future, etc?
- The "apps-2x" and "apps-large" sheets are the same image, but getting them to actually use the same file is a bit tricky, so I just left them separate for now.

This commit doesn't change license of any file. It just makes the license implicit (inherited from LICENSE file in the root directory).
We are removing the headers for these reasons:
- It wastes space in editors, less code is visible in editor upon opening a file.
- It brings noise to diff of the first change of any file every year.
- It confuses Git file copy detection when creating small files.
- We don't have an explicit license header in other files (JS, CSS, images, documentation).
- Using license header in every file is not obligatory: http://www.apache.org/dev/apply-license.html#new.
This change is approved by Alma Chao (Lead Open Source and IP Counsel at Facebook).

Summary:
Currently, when taskmasters complete a task it is immediately deleted. This prevents us from doing some general things, like:
- Supporting the idea of permanent failure (e.g., after N failures just stop trying).
- Showing the user how fast taskmasters are completing tasks.
- Showing the user how long tasks took to complete.
Having better visibility into this is important to Drydock, which builds on the task system. Also, generally buff debug output for task execution.

To make it easier to monitor daemons, let's store their current state
(running, died, exited, or unknown) to the db. The purpose of this is to
provide more information on the daemon console about the status of daemons,
especially when they are running on multiple machines. This is mostly backend
work, with only a few frontend changes. (It is also dependent on a change
to libphutil.)
These changes will make dead or stuck daemons more obvious, and will allow
more work on the frontend to hide daemons (and logs) that have exited cleanly,
i.e. ones we don't care about any more.
Test Plan:
- run db migration, check in db that all daemons were marked as exited
- start up a daemon, check in db that it is marked as running
- open web interface, check that daemon is listed as running
- after daemon has been running for a little bit, check in db that dateModified
is being updated (indicating daemon is properly sending heartbeat)
- kill -9 daemon (but don't run bin/phd yet), and check that db still shows it
as running
- edit daemon db entry to show it as being on a different host, and backdate
dateModified field by 3 minutes, and check the web ui to show that the status
is unknown.
- change db entry to have proper host, check in web ui that daemon status is
displayed as dead. Check db to see that the status was saved.
- run bin/phd stop, and see that the formerly dead daemon is now exited.

- Some search controllers incorrectly extend from "Search" but should extend from "SearchBase". This has no runtime effects.
- D1836 introduced a closure, which we don't handle correctly (somewhat on purpose; we target PHP 5.2). See T962.
Test Plan: Ran "testEverythingImplemented" unit test to identify classes extending from `final` classes. Resolved issues.

Splitting up D960 a bit, see that for context.
We currently have two scripts, "parse_one_commit.php" and
"reparse_all_commit_messages.php", but they're sort of silly and you can't do
certain things with them. Replace them with one script which is more flexible
and can do specific reparse steps on individual commits or entire repos.
I left the old scripts as stubs since I think there are some FB wiki docs and
stuff that mention them. I'll delete them in a month or whenever I remember or
something.
Test Plan: Ran "reparse.php" with various arguments, including vs-one-commit,
vs-repository, with --trace, and against different types of repos.

Give users better errors and UI:
- For subpath SVN repositories, default the path to the subdirectory, not to
"/". This makes the home screen useful and things generally less confusing.
- For unparsed commits, show a more descriptive error message without the
"blah blah" silliness.
- For paths outside of the subpath parse tree, short circuit into an
appropriate error message.
- For foreign SVN stub commits (see D892), show an explicit message.
Test Plan: Looked at unparsed commits, subpath repositories, foreign stub
commits, and paths outside of the subpath parse tree. Received sensible error
messages.

Summary:
Phabricator generates a bunch of data that we don't need to keep around forever,
add a GC daemon to get rid of it with some basic configuration options.
This needs a couple more diffs to get some of the details but I think this is a
reasonable start.
I also fixed a couple of UI things related to this, e.g. the daemon logs page
going crazy when a daemon gets stuck in a loop and dumps tons of data to stdout.
Test Plan:
- Ran gc daemon in 'phd debug' mode and saw it delete stuff, then sleep once
it had cleaned everything up.
- Mucked around with TTLs and verified they work correctly.
- Viewed gc'd transcripts in the web interface and made sure they displayed
okay.
- Viewed daemon logs before/after garbage collection.
- Running some run-at / run-for tests now, I'll update if the daemon doesn't
shut off in ~10-15 minutes. :P

Also, at least on my system, the DateTimeZone / DateTime stuff didn't actually
work and always rendered in UTC. Fixed that.

Test Plan: Launched repository master daemons and some taskmasters and used
the Daemon console to veify that they were able to process tasks. Manually
checked the database to make sure data got linked correctly and that new data

Summary: While I should fix the transactional stuff, that patch is going to be
tricky and transactions have some performance implications. This is a simple
fix which prevents the race.
Instead of having the data point at the event ID, have the event point at a
data ID. Insert the data first, then insert the event with the right data
pointer. This is super simple and prevents the race issue.
Test Plan:
- Ran the schema upgrade script, verified that the database was
correctly upgraded. Was also prompted to stop daemons.
- Ran 'repository-launch-master', verified that the discovery daemons were
able to discover new commits and insert events for them. Verified the
committask daemon was consuming events and converting them into tasks.
- Verified new tasks looked correct in the database.
- Browsed web interface.
