4d4712b58d Remove Chatlog entirely
Summary:
This commit removes ChatLog entirely.  All of the application files are removed, and the migrations used are stubbed out. I stubbed the migrations as that allows for existing installs to make no changes, but new installs will not create the database.

Fixes T15126

Test Plan: Loaded up http://phorge.local/chatlog and confirmed the 404.  Loaded up http://phorge.local/applications/view/PhabricatorChatLogApplication and confirmed the 404.  Created a new database prefix and ran `bin/storage upgrade` against it, confirmed that the chatlog database was not created.  Restored another prefix (an old one) and ran `bin/storage upgrade` and confirmed database was not deleted.

5462a52b8a Update Quickstart SQL
Summary:
This hasn't been updated in a bit more than a year (last updated in D18594) and we've accumulated a fair number of SQL patches. Update it.

This is mostly automatic (with `bin/storage quickstart`), except:

  - Manual edit to one migration for a missed callsite to `DashboardInstall`.
  - Replaced two InnoDB tables that still have FULLTEXT indexes with MyISAM (see rP6cedd4a95cfc).

This is not really possible to review and more for reference than examination. `bin/storage quickstart` has historically worked correctly.

Test Plan: I have great faith that `bin/storage quickstart` is a script which creates a big `.sql` file.

edfc6a6934 Convert some loadPreferences() to getUserSetting()
Summary:
Ref T4103. This doesn't get everything, but takes care of most of the easy stuff.

The tricky-ish bit here is that I need to move timezones, pronouns and translations to proper settings. I expect to pursue that next.

Test Plan:
- Grepped for `loadPreferences` to identify callsites.
- Changed start-of-week setting, loaded Calendar, saw correct start.
- Visited welcome page, read "Adjust Settings" point.
- Loaded Conpherence -- I changed behavior here slightly (switching threads drops the title glyph) but it wasn't consistent to start with and this seems like a good thing to push to the next version of Conpherence.
- Enabled Filetree, toggled in Differential.
- Disabled Filetree, no longer visible in Differential.
- Changed "Unified Diffs" preference to "Small Screens" vs "Always".
- Toggled filetree in Diffusion.
- Edited a task, saw sensible projects in policy dropdown.
- Viewed user profile, uncollapsed/collapsed side nav, reloaded page, sticky'd.
- Toggled "monospaced textareas", used a comment box, got appropriate fonts.
- Toggled durable column.
- Disabled title glyphs.
- Changed monospaced font to 18px/36px impact.

86c399b657 Rename PhabricatorApplication subclasses
Summary: Ref T5655. Some discussion in D9839. Generally speaking, `Phabricator{$name}Application` is clearer than `PhabricatorApplication{$name}`.

Test Plan:
# Pinned and uninstalled some applications.
# Applied patch and performed migrations.
# Verified that the pinned applications were still pinned and that the uninstalled applications were still uninstalled.
# Performed a sanity check on the database contents.
