47da632a22 Separate saved queries in applications into "personal" and "global" queries
Summary:
Ref T12956. UI changes:

  - Administrators get a new `[X] Save as global query` option when saving a query.
  - "Edit Queries..." is split into "Personal" and "Global" sections. For administrators, each section can be edited. For non-admins, only the top section can be edited, but any query can be pinned.

A couple notes:

  - This doesn't support "pin for everyone by default". New users just get the first query from the bottom set. That seems reasonable for now.
  - Reordering is currently a little buggy (it works if you've reordered before, but not if you're reordering for the first time), but I need to migrate before I can fix / test that properly. So that'll get cleaned up in the next change or two.

Test Plan:
  - As an admin and non-admin, viewed, edited, disabled, saved-as-personal and saved-as-global various queries.

4eb4399640 Convert SavedQuery / NamedQuery to text, not bytes
Summary: Ref T1191. Similar issue to D10613. This column usually has a hash exactly 12 bytes long, but sometimes stores an internal builtin query name like "open", "all", etc. It might be nice to promote those to 12-byte hashes of a consistent length eventually, but for now just make this a variable-length column.

Test Plan: Ran migration, no longer saw issues with reordering builtin saved searches.

2880732a49 Generate expected schemata for Search
Summary:
Ref T1191. Notable:

  - Drops a very old saved query table. See comments inline: plan was to remove it after a year. It's been ~a year and two weeks.
  - This has our only fulltext index. I'm not supporting that formally for now, but left a note.
  - This has our only MyISAM table. I'm not supporting that explicitly for now, but it shouldn't affect anything. I may deal with this in the future.
  - These tables don't actually write directly via Lisk, so there's some fiddling to get the schemata right.

Test Plan: Down to ~250 warnings. No more surplus databases or tables.

2e5ac128b3 Explain policy exception rules to users
Summary:
Ref T603. Adds clarifying text which expands on policies and explains exceptions and rules. The goal is to provide an easy way for users to learn about special policy rules, like "task owners can always see a task".

This presentation might be a little aggressive. That's probably OK as we introduce policies, but something a little more tempered might be better down the road.

Test Plan: See screenshot.

0f82990798 Allow named queries to be reordered by dragging
Summary:
Also you have to drop them. So drag, and then drop.

This needs some cleanup and reconciliation/generalization with the Maniphest implementation. In particular, you can't drag things to the very top right now, and they should share more CSS and more behaviors.

Test Plan:
Look I alphabetized them:

758586abda Allow builtin named queries to be disabled
Summary:
Applications come with builtin queries, but users might want to get rid of them. Allow users to disable named queries if they prefer.

This has one funky behavior, which is that the first time you disable a named query it goes to the top of your list. That will be fixed in the next diff, which will make them reorderable.

Test Plan: Added/edited/removed named queries, disabled/enabled builtin named queries.

451ddd76bf Make builtin queries more generic
Summary:
Ref T2625. Currently, Paste hard-codes its filters as a separate layer above the query layer. Instead, expose these as "Builtin" queries which we construct at runtime. They act like normal saved queries, except in cases where it doesn't make sense.

(I'm probably going to let you hide them too, and maybe even rename them, although for now they're just immutable.)
