eb06aca951 Support DestructionEngine in MetaMTAMail
Summary:
Depends on D18984. Ref T13053. See D13408 for the original change and why this doesn't use DestructionEngine right now. The quick version is:

  - It causes us to write a destruction log, which is slightly silly (we're deleting one thing and creating another).
  - It's a little bit slower than not using DestructionEngine.

However, it gets us some stuff for free that's likely relevant now (e.g., Herald Transcript cleanup) and I'm planning to move attachments to Files, but want to be able to delete them when mail is destroyed.

The destruction log is a touch silly, but those records are very small and that log gets GC'd later without generating new logs. We could silence the log from the GC if it's ever an issue.

Test Plan: Used `bin/remove destroy` and `bin/garbage collect --collector mail.sent` to destroy mail and collect garbage.

9c798e5cca Provide bin/garbage for interacting with garbage collection
Summary:
Fixes T9494. This:

  - Removes all the random GC.x.y.z config.
  - Puts it all in one place that's locked and which you use `bin/garbage set-policy ...` to adjust.
  - Makes every TTL-based GC configurable.
  - Simplifies the code in the actual GCs.

Test Plan:
  - Ran `bin/garbage collect` to collect some garbage, until it stopped collecting.
  - Ran `bin/garbage set-policy ...` to shorten policy. Saw change in web UI. Ran `bin/garbage collect` again and saw it collect more garbage.
  - Set policy to indefinite and saw it not collect garabge.
  - Set policy to default and saw it reflected in web UI / `collect`.
  - Ran `bin/phd debug trigger` and saw all GCs fire with reasonable looking queries.
  - Read new docs.

189fb2660a MetaMTA - make sure mail garbage collection also cleans up recipient edges
Summary: Ref T5791. This edge table grows 2+X faster than the corresponding mail table depending on usage. Ergo, lets make sure to clean that up too in the delete code.

88436349b8 Add a GC for sent and received mail
Summary: Ref T4368. We don't currently GC these tables, and the sent mail table is one of the largest on `secure.phabricator.com`. There's no value in retaining this information indefinitely. Instead, retain it for 90 days, which should be plenty of time to debug/diagnose any issues.

Test Plan: Ran `phd debug garbage`, saw it clean up a reasonable amount of data from these tables.
